Strategy of waste management industry

By Order №84-P of January 25, 2018, the Government of the Russian Federation adopted the Strategy for the Development of the Industry for Waste Management for the Period until 2030. The implementation of the Strategy will be a major step in the development of Russias strategic course for the revival of the waste recycling industry in Russia, which will allow implementing the principles of resource-saving with regard to the return of secondary resources to the production turnover. Nowadays, the Action Plan for the implementation of the Strategy is being developed. The Government has taken six months (until the end of July 2018) to form, approve and adopt the Plan. The Strategy focuses on the maximum reduction in the landfilling of waste by creating an integrated management system and industrial recycling of waste.

Management of secondary resources

The development of resource-saving in the Russian Federation has been elevated to the status of state priorities.

The creation of industrial systems for resource-saving creates the demand for new economic methods and high technologies within the product life-cycle. The mechanism of organizing resource-saving, based on the fuller use of useful fractions of waste, is a mechanism for ensuring both resource and environmental safety. At the same time, a circulating resource cycle must be formed out, which is the basis for the implementation of the concept of sustainable development.

Nowadays, there is no legal regulation of the management of secondary resources aimed at returning them to economic circulation. However, in accordance with the Federal Law of June 24, 1998 № 89-FZ «On Waste of Production and Consumption» the complex processing of raw material resources in order to reduce the amount of waste is considered to be the priority direction of the state policy in the field of waste management. Responsibility for organization of waste collection and recycling is entrusted to the bodies of the constituent entities of the Russian Federation (regional level). However, due to current legal and economic conditions in Russia the regions of the Russian Federation (with some exceptions) do not have sufficient resources to organize industrial waste recycling. All this has a deterrent effect on the level of waste use for economic purposes.

The main factor constraining the development of waste management industry is the absence of a unified system for secondary resources management on the territory of the Russian Federation, both vertically and horizontally.

In this regard, one of the most important tasks facing the Federal State Institution «Scientific Research Institute EIPC» is to form the scientific and methodological basis for secondary resources management in Russia, taking into account the experience accumulated by the Soviet Union and adapting international experience to Russian reality. As part of this task, the Scientific and Methodological Center «Waste and Resource Management» plans to develop a conceptual framework for the system of state economic regulation of the treatment of secondary resources and the concept of a general scheme for management of secondary resources in conjunction with various levels of territorial management and functional responsibility.

Closed-loop economy

Industrialization is an important factor in the development of the economy. In many developed and developing countries there has been a «boom» in the construction of eco-industrial zones (eco-industrial parks), special economic and investment zones as objects of national strategies for economic development based on the principles of a closed-loop economy.

Closed-loop economy implies a transition from linear production systems to cyclical (or closed) ones, which will reduce the consumption of natural resources by increasing the efficiency of their use at all stages of production, distribution and consumption of industrial products.

The Strategy for the Development of the Industry for Waste Management for the Period until 2030 substantiates the need for development of a «closed-loop economy» in Russia, or so called «Circular economy». The idea of such economic policy is now accepted for implementation in most developed countries all over the world. The closed-loop economy is a reflection of principles of Nature where the waste of one process becomes a resource for another. It is important to note that the concept of a closed-loop economy not only includes waste (material) recycling, but also the reuse, repair and recovery of products. Thus, the products must be initially designed so that to correspond to material cycles in which they retain their added value for as long as possible and are designed so that the raw materials can eventually return to the biosphere as a safe substance. For example, in a model of closed-loop economy, industrial products can be repaired for further use, modernized, restored or, eventually, recycled, and production processes can be more oriented to reuse of products and raw materials and the use of the recovery capabilities of natural resources. Meanwhile, innovative business models can create new relationships between companies and consumers in the field of product design with a planned lifecycle.

Implementation of the concept of a closed-loop economy: from theory to practice

Eco-industrial parks

In terms of infrastructure the Strategy for the Development of the Industry for Waste Management for the Period until 2030 is aimed at creating and developing a system of eco-industrial parks. Working at the developing the concept of «eco-industrial park» as well as in developing the governmental policy to support the companies that initiated eco-industrial parks experts of WM industry first of all rely on the international experience. The Presidents order of 15.11.2017 on the formation of the conceptual apparatus of eco-industrial parks is intended, among other things, to differ the terms of «industrial park», «industrial cluster» and «eco-industrial park». The international experience of eco-industrial parks formulates several criteria for classifying an industrial park as an eco-industrial park, namely:

  • - exchange of material and energy resources both within the park and with remote partners;
  • - organization of a cascade system of water supply and integrated wastewater treatment for residents (tenants) of the eco-industrial park (as well as treatment of municipal wastewater from near-by settlements);
  • - a common system for managing the material and energy resources of the eco-industrial park (through the identification of a coordination center and (or) «anchor tenant»);
  • - common use of the infrastructure of the eco-industrial park, including administrative, transportation, energy and water supply systems, waste management.

This made it possible to define the eco-industrial park as a complex of facilities with unified energy and interdependent material balances and connections, including buildings and structures, technological and laboratory equipment used in the sorting, recycling and detoxification of wastes, ensuring continuous recycling of waste and production of waste-recycled products. Scientific, research and/or educational activities can also be carried out in eco-industrial park. This definition, in fact, is a definition of an ideal eco-industrial park.

In other words, eco-industrial park is a complex of production and technical complexes for deep recycling of waste, including all technological stages of waste management, involving secondary resources in economic processes and output of products produced with the use of waste and secondary raw materials.

In accordance with the order of the Ministry of Industry and Trade of the Russian Federation from August 5, 2009, №714, the technical execution of the balance sheets for the production, distribution and use of explosive materials for industrial use and automated processing of statistical reports on the turnover of explosive materials were commissioned by the Federal budget institution «Research Center on problems of waste management and resource-saving».

Enterprises that supply and consume explosive materials for industrial use are required to send 1) data to maintain a balance sheet of production, distribution and use of explosive materials for industrial use; reports on the established form; 2) requests for the supply of explosive materials for industrial use for the planned year and, if necessary, 3) the introduction of changes and additions to the current balance sheet (with the purpose of obtaining extracts from the balance of production, use and distribution of explosive materials for industrial use) to the Ministry of Industry and Trade of the Russian Federation. The copies of documents above are required to send to the email addresses of the Federal State Institution EIPC.

Foreign experience

Nowadays, laws on recycling od waste have been adopted in more than 50 countries around the world where different management approaches are implemented: from a completely free market to centralized (state) planning and financing systems. Legislatively established stringent requirements for producers of products and services have served as an incentive for the development of business on recycling of municipal solid waste, on environmental technologies, and the production of environmentally friendly goods.

National legislation in the countries of the European Union is in harmony with European environmental law and suits to recommendations of the Basel Convention. In such countries as Germany, Sweden, Austria, Denmark, Belgium, the Netherlands and other countries, there are three basic principles for solving the problem:

  • - reuse and recycle valuable waste components as recyclables;
  • - if waste recycling is impossible or ineffective, waste should be used as secondary energy resources;
  • - when the methods above are unacceptable, the waste can be determined for landfilling.

According to Eurostat, in 2009 Europe recycled 24% of municipal solid waste (MSW) for secondary raw materials and 18% of MSW – for compost.

Currently, the WM industry in Europe is gaining significant momentum. In the leading EU countries, according to Eurostat, 23% of MSW is used as secondary material resources, 17% of MSW is processed into compost, 20% of MSW is burned with energy recovery, 40% of MSW goes to landfill. At the same significant differences in MSW recycling can be observed between EU member states. For example, 99-100% of waste is landfilled in Bulgaria and Romania. The top of the leader in the recycling of waste is Germany: 48% of waste is recycled and 34% is incinerated. Sweden and Switzerland are the leaders in incineration of waste – 49%.
